Is It Just Me????

Is it just me, or does blogger frequently change my apostrophe's on my sidebars to quotation marks. I know I have noticed the typos and corrected them a few times and then randomly I find this " instead of ' . What"s up with that???? (okay, I did that last one to prove my point. :D)
